Description:

Commercial vehicle fleet tracking, dispatch, and reporting - includes interfaces to state/federal commercial vehicle administration, toll administration, emergency management, map update providers, and traveler information service providers.

Functional Requirements:

1The center shall send data concerning enrollment of commercial vehicles for electronic clearance and tax filing to the appropriate commercial vehicle administration center. The data may include driver and vehicle identification, safety inspections/status, carrier credentials, related citations, and accident information.
2The center shall obtain and manage commercial vehicle routes for its fleet of vehicles, taking into account route restrictions, advance payment of tolls, HAZMAT restrictions, and current traffic and road conditions provided by traveler information systems.
3The center shall support an interface with a map update provider, or other appropriate data sources, through which updates of digitized map data can be obtained and used as the background for commercial vehicle fleet administration - includes commercial vehicle specific data such as route or HAZMAT restrictions.
4The center shall monitor the locations and progress of commercial vehicles against their planned routes and raise appropriate warnings based on route monitoring parameters.
5The center shall coordinate the response to security incidents and the sharing of security threat information involving commercial vehicles with other agencies including emergency management centers and alerting/advisory systems.

4.0COMMERCIAL VEHICLE OPERATIONS
4.1COMMERCIAL VEHICLE ELECTRONIC CLEARANCE
4.1.2CVEC shall include a Vehicle System capability
4.1.2.2Vehicle System shall provide the capability for each vehicle to establish two-way communications with fixed facilities.
4.3ON-BOARD SAFETY AND SECURITY MONITORING
4.3.2OBSSM shall include a Vehicle System (VS) that is a part of each vehicle.
4.3.2.4The VS shall include a Vehicle Integrity (VI) function.
4.3.2.4.3The VI shall provide integrity event information to the driver and carrier's dispatch function.
4.3.3OBSSM shall include a Freight Security Management (FSM) function
4.3.3.2FSM shall include a commercial vehicle driver/commercial vehicle/freight container or trailer Assignment Integrity (AI) function.
4.3.3.2.1AI shall provide the capability to plan a driver/commercial vehicle/freight container or trailer assignment for a specific trip.
4.3.3.2.7AI shall alert authorized freight data users when a driver/commercial vehicle/freight container or trailer mismatch has been detected and verified.
4.4COMMERCIAL VEHICLE ADMINISTRATIVE PROCESSES
4.4.1CVAP shall include an Electronic Purchase Of Credentials (EPC) function with capabilities that include but are not limited to the following:
4.4.1(a)Annual Electronic Credentials.
4.4.1(b)Temporary Electronic Credentials.
4.4.1(c)Order Forms Computer Input Screens.
4.4.1(d)Multiple Permits.
4.4.1(e)Specific Situation Permits.
4.4.1(f)Electronic Payment.
4.4.1(g)Automated Processing of Applications.
4.5HAZARDOUS MATERIAL SECURITY AND INCIDENT RESPONSE
4.5.4HSIR shall include a HAZMAT Security (HS) function.
4.5.4.1HS shall include a security sensitive HAZMAT shipment tracking function (HSTF).
4.5.4.1.1HSTF shall allow tracking of the location of a vehicle with a security sensitive HAZMAT shipment by the vehicle’s dispatch function.
4.5.4.1.2HSTF shall include the capability to store the planned route of the vehicle carrying the security sensitive HAZMAT shipment.
4.5.4.1.3HSTF shall identify when the security sensitive HAZMAT shipment has deviated from the planned route.
4.5.4.1.4HSTF shall have the capability of identifying sensitive (or geofenced) geographic areas.
4.5.4.1.5HSTF shall identify when the security sensitive HAZMAT shipment has entered a sensitive geographic area.
4.5.4.1.6HSTF shall include the capability to notify public safety agencies, including those having jurisdiction over the location, when a significant security sensitive HAZMAT route deviation has been detected and verified.
4.5.4.1.7HSTF shall include the capability to notify traffic management agencies when a significant security sensitive HAZMAT route deviation has been detected and verified.
4.5.4.3HS shall include a Driver Authentication function (DA)
4.5.4.3.6DA shall include the capability to notify public safety if an unauthorized driver attempts to operate the vehicle.
4.5.4.3.7DA shall include the capability to notify traffic management if an unauthorized driver attempts to operate the vehicle.
4.6FREIGHT MOBILITY
4.6.0ITS shall include a Freight Mobility (FM) function.
4.6.1FM shall include a Commercial Vehicle Fleet Management (CVFM) function.
4.6.1.1CVFM shall include the capability for users to provide commercial drivers and dispatchers with real-time routing information in response to congestion or incidents.
4.6.1.2CVFM shall provide the capability for real-time communication between the following:
4.6.1.2(a)Vehicle Drivers.
4.6.1.2(b)Dispatchers.
4.6.1.3CVFM shall be capable of monitoring information regarding commercial vehicle fleets, including but not limited to:
4.6.1.3(a)Location.
4.6.1.3(b)Driver hours of service.
4.6.1.3(c)Estimated and actual delivery times.
4.6.1.3(d)Fuel consumption.
4.6.1.3(e)General trip condition information.
4.6.3FM shall include a Route Management (RM) function
4.6.3.1RM shall provide the capability to plan routes or trip itineraries for an asset (i.e. freight container, trailer, and/or commercial vehicle).
4.6.3.2RM shall include the capability to store the planned route or trip itinerary for an asset.
4.6.3.3RM shall identify when the asset has deviated from the planned route or trip itinerary.
4.6.3.4RM shall notify authorized freight data users when an asset deviates from its planned route or trip itinerary.
4.6.3.5RM shall notify authorized freight data users of changes to a planned route or trip itinerary.
5.0EMERGENCY MANAGEMENT
5.1EMERGENCY NOTIFICATION AND PERSONAL SECURITY
5.1.3ENPS shall include a Remote Security and Emergency Monitoring (RSEM) function to create an environment of safety in secure areas.
5.1.3.4RSEM shall include a Monitor Alert Levels (MAL) function.
