Stakeholders

The Lubbock Regional ITS Architecture represents the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, county, state, and national levels.  It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system in the Lubbock Region.

Cannon AFB Cannon Air Force Base in Clovis, NM.
CapTrans Rural Transit District operating fixed-route demand-responsive public transit services. Operated by Caprock Community Action Association. Provides transportation service in Crosby, Dickens, Floyd, Hale, King, and Motley counties, and rural areas of Lubbock County.
Chamber of Commerce Chambers of Commerce within the region.
Citibus Provides bus service within the City of Lubbock, including fixed route service, and paratransit service via CitiAccess.
City of Lubbock Represents overall city government and miscellaneous departments.
City of Lubbock Public Safety Departments Law enforcement, fire and rescue, and EMS providers for the City of Lubbock.
City of Lubbock Traffic Engineering Department Division responsible for the overall management and control of vehicular and pedestrian traffic within the City. Includes design, construction, operation and maintenance of traffic contol systems.
City of Plainview Represents overall city government and miscellaneous departments.
Commercial Vehicle Operators Private commercial vehicle operators
County Emergency Management Agencies Coordination of mitigation and response for natural and man-made disasters and emergencies.
County Road and Bridge County agency responsible for maintaining county roads and bridges in the Lubbock region.
County Volunteer Fire Departments Represents volunteer fire departments in the region.
DPS Texas Department of Public Safety
Financial Institution Banks involved in the transfer of funds for toll and fare collection as well as for other fee based transportation services.
Independent School Districts Includes public schools throughout the Lubbock region.
Local Media Includes both print (newspaper) and broadcast (TV, radio) news media.
Lubbock MPO Lubbock Metropolitan Planning Organization.

Municipal Convention and Visitors Bureau Organization responsible for event information in the City of Lubbock and surrounding region.
Municipal Government Represents local city/town/village offices and departments.
Municipal or County Public Safety Local city or county agencies responsible for emergency coordination.
Municipal Public Works Department Local city department responsible for street maintenance.

Private Tow/Wrecker Providers Private towing companies
Private Travelers Traveling public accessing various modes of transportation, including surface street, air, rail/transit, and non-motorized.
Rail Operators Operators of private rail systems (e.g. Kansas City Southern), including passenger and freight.
Regional Emergency and Public Safety Agencices Provide response for natural and man-made disasters and emergencies. Includes South Plains Association of Governments Regional 9-1-1 Emergency Communications.
Regional Medical Center Hospital/trauma centers in the region. University Medical Center & Covenant Medical Center.
South Plains Association of Governments South Plains Association of Governments. Association that represents cities and counties within the region, as well as administers regional 911 services.
SPARTAN Rural Transit District operating demand-responsive public transit services. SPARTAN (South Plains Area Rural Transportation Assistance Network, South Plains Community Action Association) provides transportation services in Baily, Cochran, Garza, Hockley, Lamb, Lubbock, Lynn, Mitchell, Scurry, Terry, and Yoakum counties.
Texas Department of Criminal Justice Institutional Division Texas department responsible for correctional facilities.
Texas Tech University Texas Tech University (TTU), located in Lubbock. TX.
