1.0TRAVEL AND TRAFFIC MANAGEMENT
1.2.0ITS shall include an En-Route Driver Information (DI) function. Driver Information provides vehicle drivers with information, while en-route, which will allow alternative routes to be chosen for their destination. Driver Information consists of two major functions, which are, (1) Driver Advisory and (2) In-vehicle Signing. The potential decrease in traffic may also provide benefits in highway safety, reduced air pollution, and decreased congestion.
1.2.1DI shall be implemented in a manner that is beneficial to the transportation system and the public.
1.2.1.1DI shall be implemented in a manner that helps improve highway safety.
1.2.1.2DI shall be implemented in a manner that helps reduce air pollution.
1.2.1.3DI shall be implemented in a manner that helps decrease congestion.
1.2.1.5DI shall include a driver advisory capability and an in-vehicle signing capability.
1.2.3DI shall provide an In-vehicle Signing capability.
1.2.3.1The DI In-vehicle Signing function shall include a short term capability to serve the more immediate needs of travelers.
1.2.3.1.1The short term In-vehicle Signing function shall include the capability to provide assistance to individuals with impaired vision.
1.2.3.1.2The short term In-vehicle Signing function shall include the capability to provide assistance to individuals needing local guidance in areas that the driver is unfamiliar with (e.g., airports, resort areas, tourist attractions).
1.2.3.1.3The short term In-vehicle Signing function shall include the capability to provide assistance to individuals in areas that frequently have conditions of poor visibility, high winds, extreme temperature, and falling rocks.
1.2.3.1.4The short term In-vehicle Signing function shall be implemented in a manner that augments existing signs.
1.2.3.1.4.1The short term In-vehicle Signing function shall augment control signs (e.g., stop signs).
1.2.3.1.4.2The short term In-vehicle Signing function shall augment warning signs (e.g., slow signs).
1.2.3.1.5The short term In-vehicle Signing function shall provide a user interface that allows travelers to access its capabilities.
1.2.3.2The DI In-vehicle Signing function shall include a long term capability to serve more of the traveler's needs.
1.2.3.2.2.1The customized warnings function shall provide the capability to control the contents of warning messages to the extant environmental conditions.
1.2.3.2.4The In-vehicle Signing function shall provide travelers with information on road conditions.
1.2.3.2.5The In-vehicle Signing function shall provide travelers with precautionary reminder messages.
1.3.0ITS shall include a Route Guidance (RG) function. Route Guidance will provide travelers with directions to selected destinations. Four functions are provided, which are, (1) Provide Directions, (2) Static Mode, (3) Real-Time Mode, and (4) User Interface.
1.3.1RG shall include the capability to Provide Directions to travelers.
1.3.1.2The Provide Directions function shall issue directions to travelers based on information about current conditions of transportation systems.
1.3.1.2.1Current transportation system conditions upon which directions to travelers is based shall include, but not be limited to, the following:
1.3.2RG shall include a Static Mode for issuing information to travelers.
1.3.2.1Static Mode shall provide travelers with information that includes, but is not limited to, the following:
1.3.2.2Static Mode infrastructure systems shall provide the capability to have two-way communications between the traveler and the infrastructure.
1.3.3RG shall include a Real-Time Mode for issuing information to travelers.
1.3.3.1The Real-Time Mode shall utilize current travel condition information to provide performance that is enhanced over the Static Mode performance, to include, but not be limited to, the following:
1.3.4RG shall include a User Interface function.
1.3.4.2Mobile systems shall use the best information available to provide routing instructions.
1.3.4.2.1Mobile systems shall provide the capability for individual travelers to customize the routing selected for them.
1.3.4.2.2Mobile systems shall allow customization of traveler's routing based on certain conditions specified by the traveler to include, but not be limited to, the following:
1.3.4.3Infrastructure-based systems shall permit individual travelers to customize their routing selection.
2.2.1.2.2User Interface shall provide the capability for users to access travel related information at mobile locations.
2.2.1.2.2.1Mobile Location user interfaces shall provide the capability for users, either one passenger at a time or to a group environment, to access travel related information while on board transit vehicles.
2.2.1.2.2.2Mobile user interfaces shall provide the capability for users to access travel related information while in transit vehicles through the use of variable message signs.
2.2.1.2.2.3Mobile user interfaces shall provide the capability for users to access travel related information via personal portable devices.
2.2.1.2.2.4Mobile user interfaces shall include the capability to provide audible messages to the on-board users.
5.0EMERGENCY MANAGEMENT
5.1.0ITS shall include an Emergency Notification and Personal Security (ENPS) function that provides for faster notification when travelers are involved in an incident.
5.1.1ENPS shall include a Driver and Personal Security (DPS) function.
5.1.1.1DPS shall include an in-vehicle manually initiated distress signal capability to provide a first-alert that an incident has occurred to include the following:
5.1.1.1(d)Vehicle location.
5.1.1.2DPS shall include the capability to cancel a previously issued manual request for help.
5.1.1.4DPS shall include the capability for in-vehicle sensors to automatically detect vehicle problems and in certain cases, automatically send the appropriate distress signal.
5.1.2ENPS shall include an Automated Collision Notification (ACN) function.
5.1.2.1ACN shall provide the capability to automatically identify that a collision has occurred.
5.1.2.1.1ACN shall provide the capability to instantly transmit information about the occurrence of a collision.
5.1.2.1.2The ACN crash sensors shall include the capability to provide information about the extent of crash damage.
5.1.2.2When sending notification of a collision ACN shall send pertinent information about the collision including the following:
5.1.2.2(b)Accurate vehicle location.
6.0ADVANCED VEHICLE SAFETY SYSTEMS
6.5.0ITS shall include a Safety Readiness Service.
6.5.1Safety Readiness Service shall include a Driver Monitor Subservice.
6.5.1.1Driver Monitor Subservice shall include an Advisory/Control System
6.5.1.1.1Advisory/Control System shall determine the driver's readiness.
6.5.1.1.2Advisory/Control System shall notify the driver of need to take corrective action.
6.5.1.1.3Advisory/Control System shall automatically counteract insufficient driver's readiness to operate the vehicle by safely stopping the vehicle.
6.5.2Safety Readiness Service shall include a Vehicle Condition Subservice.
6.5.2.1Vehicle Condition Subservice shall include an Advisory System.
6.5.2.1.1Advisory System shall determine the condition of critical vehicle components.
6.5.2.1.2Advisory System shall notify the driver of need to take corrective action.
6.5.3Safety Readiness Service shall include an Infrastructure Condition Subservice.
6.5.3.1Infrastructure Condition Subservice shall include an In-Vehicle Infrastructure Advisory System.
6.5.3.1.1In-Vehicle Infrastructure Advisory System shall determine unsafe roadway conditions.
8.0MAINTENANCE AND CONSTRUCTION MANAGEMENT
8.1MAINTENANCE AND CONSTRUCTION OPERATIONS
8.1.1Maintenance and Construction Operations shall provide a Maintenance Vehicle Fleet Management (MVFM) function to schedule and dispatch, monitor and track location, and monitor operational condition and maintenance requirements of public and contracted fleets of maintenance, construction, and specialized service vehicles. This function includes interactions among Traffic Managers, Supervisors, Dispatchers, Field Crews, Construction Crews, Vehicle Maintenance Crews, Equipment Maintenance Crews, Weather Services Organizations, and Information Service Providers.
8.1.1.1MVFM shall be capable of monitoring and tracking the locations of public and contracted fleets of maintenance, construction, and specialized service vehicles to provide current location and status information.
8.1.1.1.1MVFM shall be capable of monitoring and tracking the locations of fleets of maintenance, construction, and specialized service vehicles, including but not limited to:
8.1.1.1.1(a)Roadway maintenance trucks
8.1.1.1.1(b)Other motorized roadway maintenance equipment
8.1.1.1.1(c)Roadway construction trucks
8.1.1.1.1(d)Other motorized roadway construction equipment
8.1.1.1.1(e)Roadway service patrols
8.1.1.1.1(f)Snow plows
8.1.1.1.1(g)Salt / sand trucks
8.1.1.1.1(h)Bucket trucks
8.1.1.1.1(i)Vegetation Control and Grass cutting equipment
