This element is not associated with any equipment packages in the National ITS Architecture, so no functional definition is available. Equipment packages can be associated with elements that are: 1) mapped to at least one National ITS Architecture Subsystem, and 2) associated with at least one market package. From the perspective of the National ITS Architecture, this element is on the boundary of ITS.  It can be viewed as a "black box" with a precisely defined interface, but no functional specification of what the element does with the information that it sends and receives.
