ITS Stakeholders

The Qatar ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, public safety, public transportation and other modes, special events, and many other stakeholders at the local and state levels. It includes both public and private sectors and spans the organizations that develop, operate, maintain, and depend on the surface transportation system.

This page contains a list (in alphabetical order) of the stakeholders that develop, operate, maintain, and\/or depend on the ITS services. Each stakeholder has a hotlink to a definition of the stakeholder and a list of that stakeholder's specific ITS elements (if any).

StakeholderDescription
Amiri Guard The Amiri Guard are primarily responsible for the protection of high level VVIPs. The Amiri Guard may also coordinate the transportation of visiting dignitaries, heads of state, and other VIPs and VVIPs. Transportation Security is a major element of that role - for example, securing motorcades and pre-planning routes. The Amiri Guard often coordinate with ISF Lekhwiya for VVIP motorcades and similar activities associated with VVIP security.
Ashghal Qatar Public Works Authority- responsible for design, construction, operation and maintenance of the road network in Qatar. Ashghal was established on the basis of the Emiri Decree No. (1) issued by HH the Emir Sheikh Hamad bin Khalifa Al Thani on January 20, 2004, as an autonomous body to oversee all infrastructure related projects as well as public amenities of the State. The Emiri Decree stressed on quality and perfection of work as per international specifications and standards. The establishment of Ashghal marked an important turning point in the history infrastructure development of the State of Qatar which has embarked on a major phase of change and development in all aspects of life. The Ashghal Mission is to provide and maintain state-of-the-art infrastructure that fully meet the national economic and social development plans by adopting the best practices known internationally.
Barwa Barwa is the largest listed real estate company in Qatar in terms of real estate developments. Barwa's focus is on domestic and international real estate development, as well as business services, infrastructural services, and financial services. Barwa has a market capitalization of some QR 11 billion. It employs over 600 staff, almost half of whom are Qatari nationals. While the group's main activities are in Qatar, it also has investments and operations in 13 other countries regionally and internationally.
Civil Aviation Authority This stakeholder represents the official Qatar governmental weather service.
Commercial Developers Commercial developers of malls and similar facilities that have substantial parking facilities open to the public.
Driver This stakeholder represents drivers of private vehicles.
Financial Institutions This stakeholder element represents financial institutions that have a stake in the transportation network. This would include banks and other financial institutions that process payments.
ictQatar - Supreme Council for Information and Communications Technology ictQatar is the Supreme Council for Information and Communication Technology. ictQatar regulates Qatari wireless and broadband telecommunications infrastructure and usage. A subsidiary of ictQatar is QNBN (Qatar National Broadband Network), which will provide fibre to all private homes, businesses, and government buildings by 2015. ictQatar plans on running fibre infrastructure along expressways in the near future.
Internal Security Force The internal security force (ISF) is responsible for the security of Qatar. In addition to this primary role, the ISF collaborate with other security agencies such as the Ministry of the Interior represented by the Civil Defense and Traffic and Patrol (Al Fazaa) departments in campaigns against traffic and civil law violators.
Kahramaa KAHRAMAA is the sole transmission and distribution system owner and operator (TDSOO) for the electricity and water sector in Qatar. KAHRAMAA buys, distributes and sells electricity and water as follows: Formulate Power & Water Purchase Agreements (PWPA) and provide necessary technical and corporate support for establishment of generation & desalination ventures; Own, construct and operate electricity & water transmission and distribution networks in the State of Qatar; Set-up plans and programs for development of electricity & water transmission and distribution networks; Lay out regulations, standards and codes of practices for electricity & water supplies to buildings and facilities; and Provide consultancy services related to its activities and operations.
Media This stakeholder represents print and broadcast media that may transmit information about the transportation system to the public.
Milaha Milaha serves as the port operator for Doha Port. Milaha is responsible for moving freight from ship to truck. A new commercial and business sector port being built - the New Doha Port Authority, north of Mesaieed and south of Al Wakra. Doha Port activities will eventually transition to the new port.
Ministry of Endowment The Ministry of Endowment and Islamic Affairs owns the property of all mosques in Qatar. This includes mosque parking lots.
Ministry of Environment The Ministry of Environment is responsible for environmental stewardship in Qatar. The ministry's mission is to protect the environment through inclusive and sustainable growth. One program relevant to the transportation system involves measuring and monitoring air pollution levels in Qatar.
Ministry of Interior The Ministry of Interior is in charge of state security, including policing, as well as issuing travelling documents and organizing expatriate entry to Qatar. The Ministry guarantees the protection of state security, as well as preserving the safety and security of nationals and expatriates.
MMUP - Ministry of Municipality and Urban Planning Responsible for transportation policy and planning efforts related to Qatar's transportation network. Also maintains local roads, public cleaning, pest control, monitors markets and retail outlets, issues building permits and advertisement permits, issues commercial licenses, and manages public parks.
MOI Al Fazaa Al Fazaa, a division off the Ministry of Interior, is also known as the Rescue Police. Al Fazaa is responsible for patrolling roads in Qatar. Their mission is to provide assistance to citizens and residents and deliver social and humanitarian services to Doha and external roads users.
MOI Civil Defense The Civil Defense Department, a division of the Ministry of Interior, is the fire fighting force for Qatar, including the Qatari Fire Brigade. The Civil Defense Department is responsible for:
  • Implementing the rules of civil defense law and decisions executing those rules.
  • Creating plans and civil defense procedures and managing their implementation.
  • Taking suitable procedures in case of occurring disasters.
  • Coordinating with ministries and concerned authorities to carry out the civil defense procedures.
  • Carrying out the training of civil defense members and executing local trials, applying quality systems.
  • Follow up on search and rescue preparation, organizing alarm systems testing, and taking all preventive measures to avoid potential dangers.
  • Presenting technical services such as shelters and reconstruction of poor quality buildings.
  • Examining security procedures in companies and public property and taking preventive action against fire and other risks.
  • Using media sources to achieve awareness on civil defense goals.
  • Carrying out any other tasks assigned to the Department, according to the law.
  • MOI Customs Department/Border Crossings The Customs Department, a division of the Ministry of Interior, is in charge of customs and international borders in Qatar. The Customs Department's missions are: To implement the rules, regulations, decisions and directives on organizing the entry, exit, residence and sponsorship of expatriates according to the functions specified for the Ministry of interior. To implement the conventions of the international, regional and bi-lateral agreements regarding the entry and exit of non Qataris. To provide administrative and technical supervision for all departments under the General Directorate as required. To suggest legislations and plans for the development of the work in a way that will achieve the public benefit. To prepare studies, statistics and reports concerned with expatriates' affairs and other concerned fields and to suggest suitable recommendations. To express opinion and suggestions in the issues related to the entry, exit, residence and sponsorship of expatriates. To prepare special studies and recommendations related to recruitment affairs. To supervise on training the staffers at the General Directorate and departments under it in coordination with competent authorities. To simplify the completion of transactions in coordination with concerned authorities. To propose ways of conciliation on law violators (according to the law) in the boundaries if its specialization and to collect the conciliation amount. To propose the annual budget for the General Directorate and the departments under it . To carry out any other mission entrusted by the concerned authority .
    MOI Emergency 999 The Emergency 999 call-takers, a division of the Ministry of Interior, are responsible for emergency call taking and dispatch in Qatar.
    MOI NCC Emergency Operations The MOI National Command Center, an independent branch of the Ministry of Interior, is responsible for the technical and operational running of the National Control Center. The NCC has individual desks for:
  • MOI Traffic Police,
  • MOI Al Fazaa Dispatch
  • Lekhwiya Dispatch
  • MOI Civil Defense (Fire),
  • Hamad Hospital Ambulance Dispatch,
  • Hamad Hospital Flying Bird Dispatch, and the
  • MOI "999" Call Takers. The NCC additionally includes a special event and crisis management center that operates during large special events and crises.
  • MOI SCH HMC Dispatch The SCH Hamad Medical Center Dispatch is responsible for ambulance and helicopter dispatch at Hamad Medical Center. The dispatch center is a part of the Ministry of Interior.
    MOI Traffic Police The Qatar Traffic Police, under the Ministry of Interior, are responsible for policing Qatari roads. Their responsibilities include:
  • Enforcement of traffic laws
  • Investigating accidents
  • Commercial vehicle inspection and enforcement
  • Organizing smooth traffic flow, patrolling roads and official processions, and coordinating with the Interior Security Forces Department (Lekhwiya) and Ceremonies Department of the Ministry of Foreign Affairs.
  • Conducting investigations into traffic accidents.
  • Issuing and renewing vehicle licenses, and supervising technical inspections related to the traffic law and the executive list and carrying out its decisions.
  • Issuing driving licenses, renewing them and carrying out inspections on drivers according to traffic law.
  • Promoting traffic awareness through information and traffic guidance in order to prevent the public from breaking the law, and coordinating with the General Information Department of the Ministry.
  • Observing strict traffic laws, catching violators and collecting fines.
  • Coordinating with specialist authorities.
  • Providing social services for community members within the department's specialized area.
  • Conducting required traffic studies and coordinating with the specialized authorities.
  • Carrying out any other tasks assigned to the department within the scope of its competence.
  • Mowasalat Public Transportation Mowasalat provides Airport Taxi, Standard Taxi, VIP Limousine, Standard Limousine, Public Bus Service, School Bus Service, and Private Hire Bus and Coach Services in Qatar. Mowasalat's mission is to develop the transport business and Qatar, and as such it manages and regulates private companies that provide the above transportation services.
    Msheireb Properties Subsidiary of Qatar Foundation for Education, Science and Community Development. Msheireb Properties is an advocate of Qatar Foundation's aspirations and ideals which will create leading edge urban living concepts that build on traditional Arabian architecture and design and contribute to the social and cultural heritage of Doha.
    NDIA - New Doha International Airport New Doha International Airport, operated by the Qatari Civil Aviation Authority, will open in late 2012. Operations for the airport are run by Qatar Airways.
    Other State Transportation Agencies This stakeholder potentially represents the Saudi Arabia and/or Bahrain Ministries of Transportation that Qatar agencies will coordinate with for traffic and transportation land transportation border functions.
    Private Commercial and Fleet Operators This stakeholder represents private commercial and fleet operators
    Private Companies This stakeholder represents private companies (e.g. Qatar Gas, RAS Gas) that have large properties with their own transportation infrastructure.
    Private Engineering Office The Private Engineering Offices (PEOs) public projects are generally mixed use projects (i.e. a mix of business, residential, entertainment and cultural development). PEO projects include many parking facilities and these are located within the congested portions of Doha.
    Private Travelers This stakeholder represents the travelling public.
    Private Vehicles Owners This stakeholder represents private vehicles owners using the Qatar transportation system.
    Private Weather Services This stakeholder represents private weather services that can provide weather information relevant to the transportation system.
    Qatar 2022 Supreme Committee The 2022 World Cup Planning Committee. The Committee's mandate is to prepare and develop Qatar to successfully host the games, facilitate the building and repurposing of stadiums for the games and the long term, and development of other necessary facilities for the games, and coordinate and monitor other projects that interface with the successful delivery of the World Cup.
    Qatar Airways Qatar Airways (QA) represents all the operational end users of DIA and NDIA. QA also represents future operational information for passengers, employees, and interfaces for parking information and information about passenger loads. Finally, QA Group operates DIA, and will operate NDIA when it is complete.
    Qatar Transportation Data Archive Users This stakeholder represents users of the Qatar Transportation Data Archive, such as contractors that require archived data.
    Qatar Bahrain Causeway Foundation The Qatar Bahrain Causeway Foundation is responsible for the construction of a causeway from Qatar to Bahrain.
    Qatar Education City Education City is an initiative of Qatar Foundation for Education, Science and Community Development. Located on the outskirts of Doha, the capital of Qatar, Education City covers 14 square kilometres and houses educational facilities from school age to research level and branch campuses of some of the world's leading universities.
    Qatar Ports Management Company The Qatar Ports Management Company develops, promotes, and manages the seaport, and related transportation infrastructure. Facilities in Qatar that are the responsibility of the Qatar Ports Management Company include the Doha Port, the New Doha Port, and The Al Ruwais Port. The main tenant at the ports is Milaha, the company that took over operation of the ports in February 2011.
    Qatar University Qatar University conducts research and some operational tests in the ITS field for the Ministry of Municipality and Urban Planning.
    Qatari Diar - Lusail Development Qatari Diar - Lusail Development is a real estate development company responsible for coordinating Qatari real estate development priorities. Lusail development is responsible for the development of Lusail, an entirely new city under development 15km north of Doha.
    QP - Qatar Petroleum Qatar Petroleum (QP), a state-owned corporation established in 1974, is responsible for all phases of the oil and gas industry in Qatar.
    QR - Qatar Rail QR is responsible for managing the planning and construction of railway lines in Qatar. QR includes Doha Metro, Heavy Passenger and Freight Long Distance Rail, West Bay LRT (Light Rail Transit) and Lusail LRT.
    Regional Entities Regional entities are other public or private organizations that provide transportation functions.
    Regional Event Promoters This stakeholder represents regional event promoters that may be responsible for planning major events.
    Supreme Council of Health The Supreme Council of Health (SCH) is responsible for hospitals and associated ambulance services in Qatar
