Our Company

ConSysTec is a DBE / MBE / SBE certified firm that is a leader in applying systems engineering to Intelligent Transportation Systems (ITS), with specialties in ITS Architectures; and ITS, connected vehicles and mobility (including transit) standards.

We develop Concept of Operations, Requirements documents, and Verification and Validation Plans for ITS projects.

Because of our leadership and participation in the development of the US DOT's National ITS Architecture and US ITS Standards, we have extensive expertise and experience that gives us a comprehensive understanding of both the technical and institutional issues associated with the development and deployment of regional ITS planning, as well as, deploying ITS technology solutions.

Since 2001, we have been driven by the desire to meet and exceed our customer's goals and objectives. We do this by engaging all possible stakeholders to gain a full understanding of their needs and desires on each specific project, so our priorities align exactly with those of the customer.

Our History

Consensus Systems Technologies Corporation (ConSysTec) was founded in 2001 by Dr. Robert Jaffe and Bruce Eisenhart. At that time, the USDOT has just enacted the Final Rule and FTA Policy on ITS Architectures and Standards. This rule required the development of regional ITS architectures within four years for regions using federal funding for ITS projects. Due to their experience in developing the National ITS Architecture, ConSysTec was able to provide leadership throughout the nation in creating many regions' first ITS architectures. Our ITS architecture practice area has grown internationally, where we have developed ITS architectures spanning four continents.

As our team grew, our practice grew into many areas with applying the systems engineering to ITS - we develop concept of operations and requirements documents for complex systems; develop, specify and test ITS standards. We provide services for the full lifecycle of an ITS system - except build, operate and maintain.

Patrick Chan, P.E.,

President

Patrick Chan is a registered Professional Engineer with over 30 years of experience in many areas of Intelligent Transportation Systems (ITS), including managing the design and systems integration of various ITS system projects; development and deployment of ITS standards; development of regional ITS architectures; and the application of systems engineering to ITS projects.

Patrick has been involved in the development of many ITS and Connected Vehicle standards, including NTCIP device standards and the Traffic Management Data Dictionary (TMDD). He is a member of the NTCIP Joint Committee and several SAE Technical Committees, and is the systems engineer for two Connected Transportation Interoperability (CTI) documents and several NTCIP device standards.

Robert S. Jaffe, Ph.D, CSEP,

Principal

Dr. Jaffe has over 35 years of experience designing, specifying, testing, analyzing and managing the development of complex commercial and ITS systems using the principles of modern systems engineering. Since 1993, Rob has applied his systems engineering expertise to the USDOT National ITS Architecture Program, where he was Program Manager for the IBM Team from the program inception through 1996. Rob has continued to work on the National ITS Architecture Team as a Senior Systems Engineering Analyst involved in ITS architecture development, architecture maintenance, architecture training.

He is a National Highway Institute (NHI) (US DOT National Highway Institute) certified instructor, and an instructor for the Rutgers University National Transit Institute developing and instructing the course "Project Management for Transit Professionals".

Bruce S. Eisenhart,

Executive Vice President

Bruce Eisenhart has over 50 years of experience in systems engineering. He has been involved in all phases of system development, from operational concepts and requirements definition, through design, to system testing.

He is recognized as one of the foremost experts on the subject of ITS Architecture Development and applying systems engineering in the ITS industry. He has been a key member of the USDOT National ITS Architecture Team since 1993 and has developed guidance documents on applying systems engineering in ITS for USDOT. He has led the development of ITS Architectures for over 60 states and regions; and has developed and taught courses on systems engineering, ITS architectures, and ITS standards.

Manny Insignares,

Vice President of Technology

Manny Insignares has over 35 years’ experience in program management and systems engineering, and has helped numerous transportation agencies worldwide in the planning, develop, and deploy intelligent transportation systems (ITS).

He has led the development of open systems architectures, communications standards, and deployed systems to integrate regional transportation and infrastructure systems of diverse agencies and vendors, to make cities more sustainable and livable.

Doug Benison,

Principal Systems Analyst

Doug Benison has over 30 years of management and systems engineering experience, which has helped to transformed corporate IT in many different industries. For the past 15 years Doug has been focused on the Commuter Transportation area. This included time with the Metropolitan Transportation Authority (MTA) where Doug was initially responsible for leading the IT support for both Fixed-Route and Paratransit for Long Island Bus.

Doug is currently the Project Manager leading the efforts with NYSDOT and Bus operators across New York State in acquiring and integrating scheduling information to the NYS 511 Trip Planner application. Doug is also the Project Manager for the development of the Next Generation Traffic Management Data Dictionary (ngTMDD) Standard and is involved in a USDOT effort to address the development of standards for and integrate with multimodal accessible travel and support vulnerable road users (VRUs).

Nu Rosenbohm,

Principal Systems Analyst

Joerg 'Nu' Rosenbohm has more than three decades of professional experience with ITS systems (design and implementations) and ITS Standards development. He was responsible for the deployment of 3rd party central system software packages, which provided a unique understanding of the importance of standards addressing interoperability and interchangeability. Nu was responsible for ITS Standards-based ATMS and ATIS systems that included center-to-field as well as center-to-center interfaces. He has been actively involved in ITS Standards for over 25 years and was one of the primary authors of several NTCIP standards. Nu is very familiar with the ITS Systems Engineering Process as well as its theoretical and practical application to ITS standards development and ITS Systems design and deployment. He also served as instructor of the ITE OET program from 2002 to 2006, as instructor for the NHI DMS Procurement workshop, and as instructor and expert for NIST-led educational missions to other countries.

Kevin Balke, Ph.D., P.E., PMP

Principal Systems Analyst

Dr. Balke has more than 38 years of overall experience conducting and implementing research in the field of transportation operations. Dr. Balke has an extensive research portfolio in connected vehicle applications, traffic system operations and management, traffic signal operations and management, and Intelligent Transportation Systems. He has authored numerous technical guidelines and handbooks including a new Traffic Signal Program Handbook for FHWA, FHWA's Traffic Signal Management Capability Maturity Model Framework, and NCHRP's Signal Timing Manual, Version 2.

AJ Lahiri,

Systems Analyst

AJ Lahiri is a Systems Analyst with experience from a diverse range of ITS projects. He has worked with numerous ITS device manufacturers to test ITS standards and evaluate connected intersection messages using various ITS devices with different signal timing plans. He has also supported transportation agencies across New York State with generation and processing of transit data, the development of ITS Architectures in New York and Connecticut, and created Model Systems Engineering Documents for USDOT.

He currently supports the development of NTCIP device standards, including NTCIP 1202 for Actuated Signal Controllers and NTCIP 1218 for Roadside Units, as well the development of Connected Intersection Implementation Guidance (CTI 4501) and the Traffic Data Management Dictionary (TMDD) for USDOT.

Viban Gonzales,

Junior Systems Analyst

Viban Gonzales is a Junior Systems Analyst at ConSysTec with experience supporting transportation agencies across the United States. She has helped develop ITS Architectures for the states of New Jersey and Michigan, with current work for Massachusetts. She also works with agencies to translate transit schedule information into GTFS format for integration into trip planning applications.

Viban supports the development of connected vehicle standards, including development of the Roadside Unit (RSU) Standard (CTI 4001) and development and testing of NTCIP 1218 for RSUs. Additionally, she is involved in work on Multimodal and Accessible Travel and is coeditor of the Connected Work Zone Implementation Guide.

Syed Ahmed,

Junior Systems Analyst

Syed Ahmed is a Junior Systems Analyst at ConSysTec who has experience in a variety of transportation and transit related projects. He has also supported numerous transportation agencies in the development of ITS architectures in New Jersey, South Carolina, and the Makkah Region in Saudi Arabia.

He also currently supports numerous transportation agencies with the collection and generation of transit data across New York State.
