ITS Standards


Welcome to the MassDOT ITS Standards Development Website.

This web page contains the project documents and presentation slides that have been developed as part of the effort to create MassDOT's ITS Strategic Plan. During the project, an emphasis was placed on identifying protocols, standards, and best practices with the ultimate goal of supporting statewide interoperability.

This effort to identify key ITS Standards for Massachusetts consists of two main components:

ITS Standards Framework: First, a needs analysis was conducted to determine which key ITS Standards would be appropriate to include in the framework. The methodology to determine whether an ITS Standard is "key" for the Commonwealth depends largely on the perceived and documented needs for communication of ITS information. Starting from an initial list of standards from the National ITS Standards Program, the needs were used to identify whether an ITS Standard applies. Four factors were used, plus other factors based on discussion with the SIPCC (Statewide ITS Planning and Coordination Committee) to help identify whether an ITS standard is "key". The criteria included:

  • ITS Architecture Assessment: Identifies whether the standard is included in one of the regional ITS architectures of Massachusetts.
  • ITS Project Assessment: Identifies whether the standard is included in any past, existing, or planned ITS projects.
  • Maturity and Stability of Standard: Gauges whether the ITS Standard is stable (After having gone through several versions), or is still under development.
  • Deployment Experience: Assesses whether the ITS Standard has been previously deployed in Massachusetts or by other transportation agencies.
After the needs assessment, an ITS Standards Framework was developed. This framework is a layered model that shows all key ITS standards and their relationships. The ITS Standards Framework establishes a specific set of standards for a common set of potential project needs, addresses common design problems, and promotes the re-use of ITS standards-based specifications.

In addition to the ITS Standards Framework, workshops were held to educate MassDOT staff about guidance and resources available, as well as how to use the guidance and framework to develop ITS standards-based project specifications. The course was titled Using Massachusetts Key ITS Standards in Deployment: Identification, Specification, and Testing.
