Shenorock, N.Y., May 31, 2001 – Two pioneers of the burgeoning Intelligent Transportation Systems (ITS) industry have joined forces to create Consensus Systems Technologies Corporation.

The new company, known as ConSysTec Corp., brings together Dr. Robert S. Jaffe, chair of the System Architecture Committee at ITS America and founder of Jaffe Engineering and Development Industries, with Bruce Eisenhart, formerly Chief Engineer of the Lockheed Martin Corporation National ITS Architecture team.

With headquarters in Westchester County, N.Y. and an office in Fairfax County, Virginia, ConSysTec provides development and maintenance services for national and regional Intelligent Transportation Systems architectures and data communication networks.

For nearly a decade, ConSysTec’s co-founders have played fundamental roles in the development and maintenance of the US DOT’s National ITS Architecture, as well as regional ITS Architectures for state and local agencies within the United States and abroad. But Dr. Jaffe said the growing demand for regional and project ITS architectures to support ITS planning and deployment required the creation of a company with greater depth and experience.

He noted that the FHWA Rule and FTA Policy on ITS Architecture and Standards approved January 8, 2001 is expected to dramatically increase expenditures for regional ITS architectures and related planning. The rule requires state and local governments deploying ITS today to have regional ITS architectures in place within four years.

"Agencies pressing to keep ITS developments reliable, economical and at the cutting edge need more than individual consultants can provide," said Dr. Jaffe, ConSysTec’s president. "ConSysTec provides an unprecedented level of ITS architecture expertise and experience."

Mr. Eisenhart, senior vice president for operations, added that ConSysTec can play a key role not only in the development of ITS architecture, but in helping agencies understand how to best use the architecture in their planning process.

"ConSysTec provides support not only for the development and maintenance of regional ITS architectures, but also for the use of the architectures" said Eisenhart.

All resources, staff and customer accounts of Jaffe Engineering have been transferred to ConSysTec. Eisenhart and Jaffe will continue to play important roles on Lockheed Martin's National ITS Architecture team for the US DOT through a continuing subcontract to Lockheed Martin for National ITS Architecture development, maintenance and training.
